Mapping of sustainable procurement activity across the Welsh Public Sector
The Procurement sub-group of the LA Climate Strategy Panel (established by the WLGA) has identified risks for WPS achieving Net Zero objectives due to lack of awareness of available tools and potential duplication of activity. This page provides a mapping of current activity and publishing of this data would aid the sector and mitigate these risks.
Newport City Council
Description of Council Plans
To deliver on the Net Zero ambition, Newport City Council have developed the following initiatives, tools and support:
The “Net Zero Newport team” work with private sector partners to help them understand and minimise their emissions and impacts on climate by preparing baselines and strategies and targets to achieve Net Zero. They work with their suppliers to review policies and business plans to accelerate the transition.
The Newport City Council has developed an easy to use Carbon Footprint Calculator for supply chains, which has now been adopted by other councils.

Denbighshire and Flintshire County Councils
Description of Council Plans
To deliver on the Net Zero ambition, Denbighshire County Council and Flintshire County Council have adopted tools available to all local authorities which have been developed by the Welsh Local Government Association and other councils. In addition to this, the council has developed:
A one page quick guide on using the Carbon Emissions Reporting Spreadsheet which gives users of the spreadsheet a quick to understand overview of what is required.
Flintshire County Council have established a Carbon Reduction Grant for local businesses to support the creation of Carbon Reduction Plan for their business.
The councils have put together a deck of support available for Denbighshire and Flintshire Councils as well as those available UK wide.

Powys County Council
Description of Council Plans
To deliver on the Net Zero ambition, Powys County Council have developed the following initiatives, tools and support:
A tool with a bank of questions related to sustainable risk assessments (SRAs) and the WLGA sustainable procurement toolkit for small, medium and large tenderers. The toolkit supports tenderers with completing relevant assessments and providing information related to CO2e emissions.
A Supply Chain Sustainability Portal, initially designed to support social care providers in powys with their sustainability and carbon reduction plans, which will be expanded to all suppliers within 2025.
Set up a voluntary green network of councillors and senior members of staff to tackle Net Zero by 2030 through incremental steps looking at budgets and cost reduction, governance, nature enhancements and other meaningful measures.

Vale of Glamorgan Council
Description of Council Plans
The Vale of Glamorgan Council’s procurement team operate in a decentralised way, which brings its own challenges to achieving Net Zero. To overcome some of these the council has developed an idea of an AI that can support questions on Net Zero and decarbonisation. This tool is called “Green Guru” and is currently in development by the Cardiff University.

Green Guru – Using AI to Create Green Specification for a procurement
Gwynedd Council
Description of Council Plans
Gwynedd Council has several initiatives which support Net Zero in procurement: The council has set up a Climate and Nature Board and has developed Terms of Reference for the board. The membership of the board includes a procurement consultant and offers strategic guidance to Gwynedd Council’s Cabinet on the areas of climate change and nature, including guidance relating to procurement. For a detailed Terms of Reference, see the attached document below. The council has developed model questions relating to Net Zero to include in tenders and is currently developing a guidance document for buyers on including Net Zero considerations in the tender process. A number of these questions were piloted for school transport contracts and were allocated 20% of the total tender score. The council is currently in the process of developing further guidance for buyers and shall be made available here in due course.
