The Evolution of TOMs in Welsh Government

Our next Cydweithio Social Value Community of Practice session will hear directly from the Welsh Government Commercial and Procurement Delivery Team about their experience of using the TOMs framework and how their approach has developed over time

Rather than focusing simply on what TOMs are, this interactive session will look at the practical learning gained through using them, including what worked, the challenges encountered and how those lessons have influenced subsequent procurements.

We’ll explore:

• How Welsh Government’s use of TOMs has evolved in practice.
• Selecting proportionate TOMs measures that support policy and organisational priorities.
• Using TOMs across procurement, evaluation and contract management.
• Lessons learned, challenges encountered and what could be done differently next time.

Whether you have experience of using TOMs or are considering how they could support your own approach to social value, this session is an opportunity to hear practical learning from colleagues who have applied the framework, ask questions and share experiences with others across the Cydweithio community.
